Assam Governor, NRC, and Sixth Schedule. Decision on approaching Supreme Court.

The Bhartiya Gorkha Parisangh top office bearer had a two day tour of Assam to meet organizations, community and political leaders, and other stakeholders in the matter of NRC and also on certain matters pertaining to Sixth Schedule areas of Karbi Anglong and Dima Hasao.
The leaders of prominent Gorkha organizations also include Sh. Krishna Bhujel and Sh. Bhaskar Dahal (AGS) and Sh. Arjun Chetry( AAGSU). After intense discussion they arrived at a decision to approach the Supreme Court in the matter of NRC. They immediately sent a three member team headed by state unit president Sh. Nityananda Upadhyaya to file a petition in the Supreme Court to be made a party in the ongoing hearings on NRC.
They also met Mr. Aabhijeet Sharma, Chairman of APW ( the organization that filed a case in the SC that led to the entire SC monitored exercise on NRC). He has been asked by the SC to give his organization’s comment on the SOP submitted by the government. He readily agreed to the suggestion that GRAZING PERMIT, KHUTI TAX RECEIPTS etc must be considered Land and Tenancy records for NRC purpose. He said he would submit the same in the SC.
They also met Sh. Samujjal Bhattacharya, Chief Advisor of AASU. They had a long and fruitful discussion and he too readily agreed with the suggestion and promised to work together on common issues.

GOVERNOR AND SIXTH SCHEDULE AREAS.

They also met the Governor of Assam, H.E. Jagdish Mukhiya. He was happy to meet them because of their Delhi and DU connection. They spoke to him and discussed at length on the issue of creation of electoral rolls for Council Elections in KADC and the apprehension that non-tribals would be disenfranchised. He has agreed to look into the matter and has asked them to meet him again.The Karbi Anglong unit president Yam Ghimire has been asked to work on this and submit report to the Governor within 15 days. The Governor, as per Constitution, is the custodian of Sixth Schedule areas.

भारतीय गोर्खा परिसंघ उत्तराखंड राज्य को तत्वावधान मा 26 औं नेपाली भाषा मान्यता दिवस समारोह को आयोजन गोर्खाली सुधार सभा को मानेकशॉ सभागार मा भयो ।
सगर्व सर्वविदित छ कि 20 अगस्त 1992 मा भारतीय संविधान को आठवौं अनुसूची को अंतर्गत नेपाली भाषा लाई भारतीय भाषा को रूपमा मान्यता प्राप्त भयेको छ ।गत वर्ष भाषा मान्यता दिवस – रजत जयंति को भव्य आयोजन गर्ने सौभाग्य प्राप्त भयो ।
वर्तमान परिवेश लाई मद्देनजर राख्दै मातृभाषा को प्रति अभिरुचि न हुनु एअनि नकारात्मक सोंच ले गर्दा कईं भाषा हरू विलुप्त हुंदै गई रहे को छन । यस आयोजन को उद्देश्य — समाजमा विशेषगरि युवा वर्गमा भाषा प्रति अभिरुचि जगाउनु अनि भाषा को संरक्षण हो ।
यस अवसरमा भाषा माथी एउटा संगोष्ठी को आयोजन भयो ।जसमा नेपाली भाषी साहित्यविद् भाषा प्रेमी साथै हिंदी, गढ़वाली, कुमाउँनी भाषा प्रेमी साहित्यकारहरू ले पनि आफ्नो प्रस्तुति दिनु भयो । सबैले आफ्नो आफ्नो प्रस्तुति द्वारा भाषा को महत्व, सजगता एवं जागरूकता हेतु आह्वान गरे अनि राजनैतिक परिवेशमा पनि भाषा को महत्व प्रति ध्यान आकर्षित गरे । नेपाली भाषी वक्ता – कर्नल डी० एस० खड़का , श्री नरेंद्र सिंह कार्की ( स्वरचित कविता पाठ) ,श्रीमती उपासना थापा ( गढ़वाली कविता पाठ) , श्रीमती देवमाया गुरूंग ( स्वरचित कविता पाठ ) को साथै डॉ० सत्यानंद बडोनी ( गढ़वाली) श्रीमती कमला पंत ( हिंदी), डॉ० भारती पाण्डेय( कुमाउँनी) अनि श्री नरेन्द्र सिंह तोमर ” मयंक” साहित्यकार,कवि भाषा प्रेमी हरू ले पनि आफ्नो प्रस्तुति हेतु सराहना पाये ।गो० सु० स० सांगीतिक समूह को प्रस्तुतिहरू ले सबै लाई मंत्रमुग्ध गरी प्रशंसा पायै ।यस अवसरमा नेपाली भाषा प्रति आफ्नो उत्कृष्ट योगदान हेतु ” हाम्रो एकता” को सम्मानित संपादक श्री नरेंद्र सिंह कार्कीज्यू लाई सम्मानित गरे ।

Obituary

Brigadier (Retd) C S Thapa a great and proficient writer passed away.

Brigadier C S Thapa (Retd), belonging to Dehra Dun left to his heavenly abode on 11 Mar 18 , leaving behind his wife Vibha and two sons. Brig was a great golfer and a prolific writer. His famous books Gorkhas in search of Identity was one of the most favored book and liked by every citizen. He was a very active member of Bhartiya Gorkha Parisangh and contributed a lot. He was one of the team members to prepare base paper on Indo -Nepal Peace and Friendship Treaty 1950 on behalf of Bhartiya Gorkha Parisangh, took part in various seminars as speaker, compiled and published souvenirs for Gorkha Dwishatabdi Mahotsav and Nepali Bhasha Rajat Utsav held in Dehra Dun.Thus his contributions to the Gorkha community were enormous.His going away has created a great void in the community.He was a Rimcolean and always remained in contact with his premiere institution.As a generalist and writer, he wrote articles on multifarious topics and current events and commented upon justifiably also.His contributions towards the community and masses will always be remembered.
We, the fraternity of Bhartiya Gorkha Parisangh pray to Almighty God to rest his soul in peace and give strength to family members to bear this irreparable loss.

BHAGOP NATIONAL COUNCIL MEMBERS MEETING 07 to 09 Apr 17 at Lucknow.

President zone 4 and vice president BHAGOP Lt col DS Khadka, in the national council members meeting held in UP on 08 Apr 17, briefed the august gathering comprised of members of various state units of BHAGOP on the activities of zone 4 as under:

On assumption of the responsibilities of zone 4, the president visited the state unit of UP BGP at Lucknow in Mar 16. It was a very successful meeting as the executive members of various sub units from Agra, Kanpur, Lucknow, Gorakhpur etc attended the meeting.The president emphasized on the activities that can strengthen the BHAGOP, the only national organisation of Indian gorkhas. They must organise meetings frequently, reach out to the Gorkha community advocating about this organization, organise activities like lectures, competitions, BHAGOP national programmes, liaison with state governing bodies,ministers and local bodies etc to raise the issues of the Gorkhas residing in UP. There is an absolute need of all members of executive bodies of sub units to live in cordial and happy environment, in mutual trust and confidence.The president noticed a sense of zeal and will to work in the members for the organization.

The zone president visited the BHAGOP units of Pathankot and Bucklow on 03 to 4 Nov 17. The Pathankot unit was found active and fairly good attendance of males and females was present there. The president stressed upon the membership drive and more such like activities that can exhibit the existence of BHAGOP at state and central level.This can be achieved if the unit organizes BHAGOP national events like Foundation Day, Shahid Durga Mall balidaan divas, Nepali Bhasha Manyata divas, Environment day, and many such like activities, display banners, distribute leaflets etc.

The visit to Bucklow unit was a bit disappointment as there were hardly any members of BHAGOP and those present showed no inclinations of their future participation. The President requested and advised the participants to activate this unit of BHAGOP in Bucklow as this place is Gorkha populated and can provide strong base for the BHAGOP activities. At that moment, the participants assured to form and reactivate the Bucklow unit, but alas it was not done.

The president could not visit Dharamshala and Jammu units as they showed their inability to organize the meeting, despite my request and insistence.

The Zone 4 meeting of all state units was held in the premise of AIEGWA, Nayagaon, Dehra dun on 31 Dec 16. The BGP units of Pathankot, Dharamshala, UP and Uttarakhand participated. Besides, Sh Munish Tamang, senior vice president, sh Joel Rai, BHAGOP spokes person, sh Navin Limbu , all from Delhi also attended the zone meeting.
The Secretary General Shri Bhupendra Adhikari gave out the organizational points whereas Munish Tamang made us aware about the latest development on Gorkha land and the political stand of all political parties of the Darjeeling Hills.

The state unit reps also gave out their reports and assured to work more enthusiastically and enlist more members. The Dharamshala rep Gen Secretary assured that he shall try and impress upon members of Dharamshala to keep this organization alive and active. But this does not appear to have taken place as evident from their absence from todays event of annual meeting.
The most heartening about this zonal meeting was that there was a good number of participation of women members and a very good strength from UP units.
The zone 4 President Lt col D S Khadka, also brought out some suggestions in the National council meeting.
He said, that the central president along with the working president, the senior vice president and Gen Secretary must visit Bucklow, Dharamshala and Jammu to reinstate the state BGP units. Delhi unit by all means must be formed as the BHAGOP unit at delhi is of paramount importance. The now working president sh Munish Tamang and our national spokesperson sh Joel Rai are delhi based and hence they must motivate a large number of gorkhas living in delhi to join this organization. It is a must. He further said that whenever some speaks out to press and comments that damages the reputation and history of Gorkha contributions to nation must be countered immediately by BHAGOP spokesperson with permission and guidance of the central President.
He further said that the documents prepared on the Indo Nepal Peace and Friendship treaty 1950 must be progressed and submitted to the appropriate ministry of Central govt.

Fund raising for the BHAGOP. Zone 4 president put forth his proposal for creating fund for the BHAGOP central organization. He suggested that the president must apportion some amount to each state unit of BHAGOP and executive members of central organization to contribute for the smooth function of central office and BHAGOP activities.He expressed hope that the proposal would be supported by all in letter and spirit.

He further said that the Gorkha Land issue should remain alive in BHAGOP agenda and BHAGOP should create an atmosphere to get along all political parties and civil societies and form a united forum to pursue the demand of Gorkha land.

He mooted a proposal that all state units must celebrate Nepali Bhasha Manyata divas in a big way on 20 Aug this year within their capability as it completes 25 years of recognition in Indian constitution.The state unit of uttarakhand is organizing this occasion and request some participation of other state units to make the celebration a national event of BHAGOP.

BHAGOP ZONE 4 ANNUAL MEETING AT DEHRA DUN

 Report from Lt Col DS Khadka (retd), president, Zone IV (North India), Bharatiya Gorkha Parisangh

BHAGOP Zone 4 held annual meeting with all state units of zone 4 Bhartiya Gorkha Parisangh at Dehra Dun in the premise of AIEGWA Multi Purpose home Naya Gaon on 31 Dec 16. The delegates from Pathankot, Dharamsala, UP,Delhi and Dehra Dun (UK) participated in the annual meeting. Besides, the Senior Vice President Sh Munish Tamang, the Secretary General Sh Bhupendra Singh Adhikari of BHAGOP central committee graced the occasion with their presence. The meeting commenced with BHAGOP jagran geet. The President of BHAGOP Uttarakhand unit Mrs Upasna Thapa welcomed all delegates of the other state units for their participation in this Zonal event.
The purpose of the meeting was to get to know the progress of the state units and their problems and to evolve the ways and means to attend to the issues. All state units of BHAGOP zone 4 gave out their reports and came out with some problems. The salient points from each state units are as under.
‌(a) BGP Dharamsala : The General Secretary of this unit Sh Shrawan Thapa said that though Parisangh in his district is dormant since past many years, yet he assured that 90% of people of Dharamsala are in favor of Parisangh and it will be his endeavor to make it active. He also said that they will request BHAGOP central leaders to attend their meeting so that people of Dharamsala are updated with the role and function of the BHAGOP at national level.
‌(b) BGP Punjab (Pathankot): The Working President Sh Rim Bahadur Mall gave progress about the membership drive and proposed if BHAGOP could provide some sorts of papers, books and reading material about the BHAGOP. He also said that BHAGOP must continue with the demand of Gorkha Land.
‌(c) Delhi Unit: Sh Guman Dhoj said that the Delhi Unit has not been able to increase members because of certain constraints. However, they take on almost all responsibility of BHAGOP, required to be done at Delhi.
(d) UP unit: Sh Bimal informed that the BGP UP added three more sub units in their fold and all sub units are quite active and hold meetings and other activities regularly in their area. He, however expressed desire if central leaders could visit their units and sub units to boost their morale and interest.
(e) Uttarakhand Unit: Sh Kamal Bahadur Chhettri, General Secretary said that the UK unit is quite active. They have started classes for the Nepali language with provision to exam and issue of certificate from the recognised college. The membership drive is in progress. There is an effort to celebrate Nepali Bhasha Divas in 2017 as silver jubilee celebration.
(e) Sh Bhupendra Adhikari, Secretary General BHAGOP reiterated that the BHAGOP is an umbrella organization for all Gorkha organizations across the country. He further said that BHAGOP is preparing to form a jumbo delegation to meet PM and President of India to put forth the various outstanding issues pertaining to the Gorkha community across the entire length and breadth of the country.
(f) Lt Col V K Sharma: He emphasized that BHAGOP must bring some changes in their mission and objectives. We should go for the nation wide demand of linguistic minority to forge unity and recognition.
(g) Prof Munish Tamang, Senior Vice President BHAGOP gave out the over view of BHAGOP, its national issues pertaining to Gorkha community and the perception of the political parties, social organizations and the public at large on the issue of separate state of Gorkha Land. He said that the second phase of demand of Gorkha Land began from 2007 and it should remain alive now also. He emphasized that GJMM had recognized BHAGOP as mother organization for the movement of Gorkha Land when second phase of movement began but the acceptance of GTA by GJMM has caused great hurdle to the movement.
At the end of the meeting, the President of Zone 4 Lt Col D S Khadka advised the delegates of all state units that any matter pertaining to the community that you need to take up with state govts must understand its constitutional provisions and legal aspects to make their demand viable and agreeable. He also emphasize over the need to be cohesive amongst ourselves rather then indulging in criticism. All units must intensify the membership drive with vigour. They must also make endeavour to raise fund for themselves and for the Kendra. It is imperative that all units must publicize the existence and importance of BHAGOP in their States. This can be achieved if state units organise national programs of BHAGOP viz, Bhasha Divas, balidan divas, Gorkha Gaurav divas, paryavaran divas etc and make use of print media, advertisements, display posters and flexes for effective publicity. He also advised the delegates to be internet friendly for better and effective passage of information. The President Zone 4 was bit disappointed to see the absence of Bucklow and Jammu units in this meet. It is reiterated that Jammu unit must activate its organization and Bucklow unit to reorganise its Executive Body for regular and smooth working. In case Bucklow and Jammu units are facing some problems, they are requested to approach central leadership for solutions and to resolve any misunderstanding within themselves or with the centre. All units of Zone 4 must understand that BHAGOP is one and only one organization of Indian Gorkhas at national level. We should respect and own this organization.
RESOLUTIONS:
1. All members of the delegation are in agreement that the issue of separate state of Gorkha Land must remain in the BHAGOP agenda.
2. The demand of linguistic minority for Gorkha community across the country must be raised and pursued.
3. Action should be taken to revive dormant units of Zone 4.
4. The central leaders of BHAGOP must visit branches of state units.

At the end, all delegate members were presented memento to remember this event and the meeting was declared closed.

Over all the annual meeting ended with happy note and workable resolutions for the year 2017.

Delegation of Bhagop Zone 4 visit to bgp units of Pathankot and Bucklow

The Lt Col D S Khadka, the president of zone 4, Sh V B Thapa, the General Secretary and Sh Bhupendra Adhikari, the Secretary General of Bhartiya Gorkha Parisangh visited their zone units at Pathankot and Bucklow from 02 Nov to 04 Nov 16. The aim of the visit was to strengthen the shakhas and apprise the members about the activities of BHAGOP across the country. The President impressed upon the determined drive to increase the membership status and organize the national programs of bhagop and other activities. Efforts should be made to publicize the activities by means of print medias. The visit was a great success.

Bhartiya Gorkha Parisangh Uttarakhand celebrates Bhasha Divas 20 Aug 2016

It was a proud moment for the Gorkhas of Uttarakhand to celebrate Nepali Bhasha Divas at the Manekshaw Hall of gorkhali sudhar sabha Garhi Cantt on 20 Aug 16.The occasion commenced with the jagran geet followed by the opening address by Smt Upasna Thapa, President BGP Uttarakhand. The speakers that followed reminded the participants about the sacrifices of our present and past strugglers in the movement for the recognition of Nepali Bhasha in the 8th schedule of Indian Constitution. Where all movement participators for Bhasha struggle deserved whole hearted appreciation, the role of our sansad Smt Dil kumari Bhandari contribution to have the bill passed in the parliament for the recognition to Nepali Bhasha in the Constitution could not be forgotten and had a special mention of it.
The occasion was also marked with the young speakers Miss Vishakha Upadhyay and miss Shanti Karki on the topic “Adi Kavi Bhanu Bhakt and his contributions”.
The occasion was spectacular with the presence of eminent persons of the community. Brig P S Gurung, lt Col B S Chettri, Lt Col Ishwar Singh Thapa, Lt Col D S Khadka, Smt Upasana Thapa, Uma Upadhyay, Maj B P Thapa, Smt Prabha shah, Mrs Sama Gurung, Mrs Laxmi Thapa, Sh Babbar Gurung, Sh Bhupendra Adhikari, Sh B K Baral and many more were present on the occasion. Sh Shiv Lal Ale General Secretary of Parisangh conducted the event.

BHAGOP takes up NRC ISSUE

PARISANGH TAKES UP NRC PROBLEM IN ASSAM WITH REGISTRAR GENERAL OF INDIA IN DELHI.

ShrI Nityanand Upadhyay (BGP Assam state president & member of Joint Action Committee on NRC), Shri Guman Limbu (Convenor, BGP Delhi), and Dr Munish Tamang (BGP National Vice-President) met the Additional Registrar General of India at the RGI office in New Delhi on Friday, July 1, 2016.

They presented a detailed case on the problem faced by Gorkhas, particularly those in Jagun area under Margherita Constituency in Tinsukia, Assam.

The authorities have failed to provide legacy data to people of this area thus seriously compromising their status in the ongoing National Register of Citizens (NRC) exercise in Assam.

They had a detailed discussion and have been assured that immediate attention will be given to this important issue. The BGP delegation was also assured that the matter would be placed before the Supreme Court-appointed Judges Committee and also before Shri Hajela, the Supreme Court-appointed coordinator for NRC.

A memorandum jointly signed by Shri Nityanand Upadhyay and Shri D B Chhetry, IAS (retd), chief coordinator, Gorkha Joint Acton Committee on NRC, was submitted to the government officer.
